Skyview High SchoolIn order to clarify residency requirements for membership in our organization, the Idaho USA Wrestling (IDUSAW) hereby resolves that:
In accordance with IDUSAW bylaws, membership in IDUSAW is open to residents of the state of Idaho. While IDUSAW welcomes and encourages participation from other states' members in all of our open events, the state will open certain events only to its members. These events will always include state championships and any form of tryout or qualification for state travel teams and any other events so deemed by the organization.
While there are specific laws for residence in each state, it is also understood that establishment of residence in a state may be ambiguous especially for some minors due to family situations or certain hardships. Because of this ambiguity, there is no perfect solution and further our organization does not have the time or inclination to be a police force over residency, especially for minors.
If a current IDUSAW coach or leader contests a specific athlete’s residency, they may submit a challenge in writing (email or paper form) to the respective tournament or team director, as applicable, or to the state chairperson. To be considered, the challenge must include the contested athlete’s name and valid reason for challenge.
If challenged, the athlete must provide a proof of residence from one of the three below sources:
The athlete's student report card from an Idaho school
The athlete's Idaho driver's license
If not of driving age, a legal guardian’s Idaho driver's license
The athlete shall not have competed in a like-for-like* state tournament or team tryout during the same wrestling season. If the athlete does compete in Idaho then competes in a like for like state tournament, then any spots on Idaho travel teams will be revoked.
* - there are situations where an athlete may compete, for example, in high school in one state because they attend a private school in that state, or attend school in another state for other reasons, even though they are an Idaho resident. This wrestler could still qualify to wrestle in a different style state tournament in Idaho (e.g. freestyle states) and/or qualify for travel teams.
In order to provide an exception process for out-of-state clubs, the Idaho USA Wrestling (IDUSAW) hereby resolves that:
There will be an exception process available for an out-of-state club to charter through IDUSAW and thereby attain membership for their athlete members, if they meet the following requirements:
The club’s home state USA Wrestling organization agrees to allow the club’s charter to be in Idaho
The club will not have a charter in their home state.
The club’s athletes will compete in only one like-for-like state tournament or team tryout during the same wrestling season (i.e. a club athlete can choose to compete in their home state tournament or Idaho state tournament, but not both)
The club must participate in at least 3-4 local tournaments with 80% of their membership.
Violation of any of these items will result in termination of the club’s charter.
